OSHA has proposed to omit the 2036 deadline for retrofitting existing fixed ladders (over 24 feet) with integrated personal fall arrest systems. Their requirement for new fixed ladders (over 24 feet) to have these systems will remain, but employers will not have to retrofit existing ladders. This change will allow employers to upgrade ladders at the end of their natural service life, reduce regulatory burden, and save an estimated $1.2 billion.

Public comments about this proposal can be submitted at www.regulations.gov between now and June 5, 2026 (refer to Docket OSHA-2025-0072).
